Town Board Meeting Minutes
October 6th, 2015
6:00 p.m.

1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:04 p.m.

Town Supervisors in attendance were: David Blume and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, and Charlie Rolli.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #6 Town Roads/Equipment Report. Steven Johnson seconded the motion. Motion carried.

3) Town Roads/Equipment Report. Town Patrolman, Charlie Rolli had indicated that he had completed the graveling of the turn-arounds on Wiest Road and N. Clay Hill Road and the roads were looking good with the exception of Jacobson Road which is really falling apart. Town Chairman, Curt Peterson had presented a list of roads in which he would like to sealcoat in 2016 with an estimated cost of $200,000.00. Town Chairman, Curt Peterson had indicated that some ditching would need to be completed on Lover’s Lane. Town Patrolman, Charlie Rolli had indicated that a culvert may be needed in the field driveway on Lover’s Lane as the water has no were to go and washes out the road. Clerk/Treasurer Sara Olson had indicated that the Township had received the Town’s early fill salt.

4) Discussion & possible action re: 2009 Peterbilt. Town Patrolman, Charlie Rolli presented the Board with costs in regards to tires, a slack adjustor as well as brakes and options in regards to the DPF for the Peterbilt. Town Patrolman, Charlie Rolli had indicated that Dan Rigels ran the diagnostics on the Peterbilt and it had indicated that the exhaust was showing some restriction. The Town Board indicated that they would budget approximately $5,000.00 in 2016 for the tires and brakes for the Peterbilt. Steven Johnson made a motion to have YZ Truck Service replace the slack adjustor for $234.88. David Blume seconded the motion. Motion carried. Steven Johnson made a motion to purchase a new DPF for the Peterbilt with prices being obtained from Kenworth, Peterbilt and Diesel Forward. David Blume seconded the motion. Motion carried.

5) Discussion & possible action re: Selling of the 2002 Chevy Truck. Clerk/Treasurer Sara Olson had indicated that the 2016 Ford 550 would be completed in mid October and was inquiring when the Board would like to list the 2002 Chevy Truck for sale. Town Patrolman, Charlie Rolli had indicated that a service light was currently on and the truck has a vibration at a certain speed. The Town Board had indicated that we needed to get the service engine light diagnosed and get an estimate in regards to diagnosing the vibration from Hallada’s prior to the next meeting to help determine when we would be selling the Chevy truck. Steve Johnson also requested that the Town Patrolman obtain the blue book price on the Chevy.

6) Discussion & possible action re: 2016 Ford 550. Clerk/Treasurer Sara Olson presented prices in regards to running boards for the Ford 550 from Madison Truck & Hallada Auto Group. Steven Johnson made a motion to accept the Madison Truck proposal for aluminum running board in the amount of $600. David Blume seconded the motion. Motion carried.

7) Discussion & possible action re: Road Damages (Goldmine Road). Clerk/Treasurer Sara Olson presented the Town Board with pictures in regards to the Goldmine Road damages. Town Patrolman, Charlie Rolli had indicated that it took approximately 500 pounds of sandpatch to repair the damages and approximately 30 minutes of labor. Clerk/Treasurer Sara Olson had indicated one ton of sandpatch costs approximately $64.00 so the cost of the damages would be less than $100.00. The Town Board members had requested that Town Chairman, Curt Peterson talk to the individual who caused the road damages to see how they would like to proceed.

8) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson indicated that she had nothing new to report in regards to the Evans Quarry Road damages.

9) Approval of Meeting Minutes from September 1st, 2015. David Blume made a motion to approve the September 1st, 2015 meeting minutes as submitted. Steven Johnson seconded the motion. Motion carried.

10) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville September 2015 Treasurer’s Report stating the following fund balances:

General Checking $ 214,717.39
Farmer’s Savings $ 5,407.86
M&I Tax Account $ 139,168.06
Local Government Investment Pool $ 6,983.40
M&I CD’s $ 50,850.70

Township Funds: $ 417,127.41

Steven Johnson seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,969.08
Sanitary District #2 $15,449.37

Steven Johnson seconded the motion. Motion carried.

11) Bills to be approved. David Blume made a motion to approve the October 6th, 2015 vouchers in the amount of $31,943.29. Steven Johnson seconded the motion. Motion carried.

12) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board of the Fall Clean-Up which would be held on Saturday, October 17th as well as indicated a WTA Iowa County Unit meeting would be held on Thursday, October 22, 2015 at 7:30 p.m. in which they should have received a postcard from the Wisconsin Towns Association. Clerk/Treasurer Sara Olson also had indicated that the Township had just received their insurance renewal information from Rural Insurance.

13) Discussion & possible action re: Accepting of the request from Sanitary District #1 and the Scheduling of a Public Hearing. Clerk/Treasurer Sara Olson presented the letter received from the Sanitary District Board of Commissioners. David Blume made a motion to accept the request from Sanitary District #1 to add the following legal description to Sanitary District #1: Lot 1, CSM 1516 as recorded in Vol. 11 of C.S.M’s, on page 1 as document 343101, Being Lot 2 of CSM 1422 as recorded in Vol. 10 of C.S.M.'s, on page 110 as document 333811, and part of the NW 1/4 of the NE 1/4 of Section 21, T6N, R3E, all in the Town of Dodgeville, Iowa County, Wisconsin, to wit: Commencing at the N 1/4 corner of said Section 21; thence S 88°51'45" E, 413.79' along the North line of the NE 1/4 to the POINT OF BEGINNING; thence continuing S 88°51'45" E, 220.18', to a point on the westerly right of way line of State Road "23"; thence around a 4644' radius curve to the left, through a central angle of 06°32'59", an arc distance of 530.88', a chord bearing of S 03°50'17.5" E, 530.59' to a point in said westerly right of way line; thence S 65°43'00" W, 165.89' along the southerly line of lot 2 of C.S.M. 1422; thence N 88°51'34" W, 99.15' to the SW corner of lot 2 of C.S.M. 1422; thence N 00°06'36" E, 400.00' to the NW corner of lot 2 of C.S.M. 1422; thence N 01°44'23" W, 200.11' to the POINT OF BEGINNING. Containing 133028 square feet, or 3.054 acres, more or less. Parcel No. 008-1185.B and to schedule a public hearing to be held on Tuesday, November 2nd 2015 at 6:00 p.m. Steven Johnson seconded the motion. Motion carried.

14) Discussion & possible action re: Approval of the Relocation Order & Right –Away Plat for Blotz Road. Clerk/Treasurer Sara Olson presented the relocation order & right-away plat that was prepared by Jewell & Associates for Blotz Road to the Town Board. David Blume made a motion to approve the relocation order and right-away plat for Blotz Road. Steven Johnson seconded the motion. Motion carried.

15) Discussion & possible action re: Approval of a negotiator for the acquisition of right-of-way for Blotz Road. Clerk/Treasurer Sara Olson indicated that a DOT approved negotiator will need to be hired for the acquisition of right-of-way for Blotz Road. Clerk/Treasurer Sara Olson presented a contract in the amount of $750.00 from Jewell & Associates – Fred Gruber to do the negotiations for the Township. Steven Johnson made a motion to approve the hiring of Fred Gruber from Jewell & Associates to do the negotiations for the Township in the amount of $750.00. David Blume seconded the motion. Motion carried.

16) Discussion & possible action re: Proposals for Garbage & Recycling Services. Clerk/Treasurer Sara Olson presented proposals from Town & Country Sanitation as well as Faherty, Inc. David Blume made a motion to accept and approve the Town & Country Sanitation proposal for the next three years. Steven Johnson seconded the motion. Motion carried.

17) Discussion & possible action re: Payroll Dates. Clerk/Treasurer Sara Olson presented the board with a recommendation in regards to modifying the payroll dates to allow more time to review timesheets and prepare payroll. The Town Board had requested that Clerk/Treasurer Sara Olson contact the WTA in regards to how many days one has from the end of the pay period to pay an employee. David Blume made a motion to modify the pay periods beginning with December 22nd, 2015 thru January 2nd, 2016 in which will be paid on January 13th, 2016 and will continue every two weeks thereafter if there are no legal issues in regards to the opinion of the WTA. Steven Johnson seconded the motion. Motion carried.

18) Discussion & possible action re: Ordinance Chapter 29 Open Records Policy. David Blume made a motion to adopt ordinance Chapter 29 Open Records Policy. Steven Johnson seconded the motion. Motion carried.

19) Discussion re: Setting of dates for Budget Meetings. The Town Board discussed setting the dates for the Budget Meeting. The Town Board indicated that they would be holding a budget meeting on Wednesday, October 14th, 2015 at 5:30 p.m.

20) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Compensation & Performance Evaluation) David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Steven Johnson seconded the motion. Motion carried. Roll call; Blume, yes; Peterson, yes; and Johnson, yes. Clerk/Treasurer Sara Olson was also present.

21) Reconvene into Open Session. David Blume made a motion to reconvene into open session. Steven Johnson seconded the motion. Motion carried.

22) Board action as a Result of Closed Session. No action taken.

Terri Slaney, a member of the general public arrived during this time.

23) Public Comment. Town Patrolman, Charlie Rolli had inquired about the compensation of insurance and Town Chairman, Curt Peterson had indicated that the Town Board would be talking about the compensation by the end of the October.
Clerk/Treasurer Sara Olson had indicated that she had received a notice from the City of Dodgeville in regards to a Plan Commission Meeting that was going to be held on October 7th, 2015 at 5:15 p.m. in regards to the attachment of remaining property in the Town of Dodgeville subject to the Boundary Agreement. Terri Slaney had also requested that the Town Board look into the transferring of the sewer main on his property and exactly when it was physically given to the Township to give to the City. The Town Board had indicated to Terri that this would be placed on next month’s agenda

24) Adjournment. David Blume made a motion to adjourn the meeting at 8:15 p.m. Steven Johnson seconded the motion. Motion carried.
