Town Board Meeting Minutes
October 7th, 2014
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:04 p.m.

Town Supervisors in attendance were: David Gollon and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson and Greg Jewell.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

David Gollon made a motion to suspend the agenda and move to Item #8 Blotz Road Bridge Project. Steven Johnson seconded the motion. Motion carried.

3) Discussion & possible action re: Blotz Road Bridge Project. David Blume arrived during this discussion. Greg Jewell and the Town Board discussed the modified agreement that they had received from the state for the Blotz Road Bridge Project with a date of September 30th, 2014. Steven Johnson made a motion to have Town Chairman, Curt Peterson sign the revised agreement which was dated September 30th, 2014. David Gollon seconded the motion. Motion carried. David Blume made a motion to allow Curt Peterson to sign a new modified agreement with the date being modified if necessary. Steven Johnson seconded the motion. Motion carried.

4) Approval of Meeting Minutes from September 2nd, 2014. David Gollon made a motion to approve the minutes from September 2nd. Steven Johnson seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville September 2014 Treasurer’s Report stating the following fund balances:

General Checking $ 141,892.27
Farmer’s Savings $ 5,399.75
M&I Tax Account $ 100,063.33
Local Government Investment Pool $ 6,976.23
M&I CD’s $ 50,821.03

Township Funds: $ 305,152.61

Steve Johnson seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $14,320.75
Sanitary District #2 $14,113.38

Steve Johnson seconded the motion. Motion carried.

6) Bills to be approved. David Gollon made a motion to approve the October vouchers totaling $82,507.35. Steven Johnson seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had read notes that had been prepared by the Town Patrolman, Charlie Rolli. The Town Board had indicated that estimates would need to be obtained in regards to the heated mirrors and a different air cleaner for the Chevy truck. The Town Board had requested that Town Chairman, Curt Peterson look at the turn arounds on Wiest & Clay Hill Road and get gravel if necessary for these areas.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that the American Transmission Company was holding an open house on October 8th from 4 to 7 p.m. at the Dodger Bowl in regards to the proposal to build an approximately 125-mile, 345 –kilovolt Cardinal-Hickory Creek transmission line from the Madison, Wisconsin, area to Dubuque County, Iowa. Clerk/Treasurer Sara Olson had also indicated that there was going to be n WI Laws Change for AG Vehicles on Roads meeting on October 16th at the Barneveld-Brigham Muncipal Building if any board members would be interested in attending. Clerk/Treasurer Sara Olson had indicated that there would be an election held on November 4th, 2014 so the meeting date for our Regular Town Board meeting would need to be changed. The Town Board decided to change the meeting date to November 11th due to the conflict.

9) Discussion & possible action re: Evans Quarry Road Damages. Town Chairman, Curt Peterson had indicated that he was working on getting information together in regards to the damages now that all the work has been completed on Evans Quarry Road and requested that it be put on the next meeting agenda.

10) Discussion & possible action re: Resolution 2014-289 Appointment of Election Day Special Registration Deputy for the November 4th, 2014 General Election. David Blume made a motion to adopt Resolution 2014-289 Appointment of Election Day Special Registration Deputy for the November 4th, 2014 General Election as prepared. Steven Johnson seconded the motion. Motion carried.

11) Discussion & possible action re: 2014-2015 Insurance Renewal. Clerk/Treasurer Sara Olson presented the Town Board with the insurance renewal from Rural Insurance. David Blume made a motion to approve and accept the insurance renewal with a rebid date of August 2015. Steven Johnson seconded the motion. Motion carried. The Town Board requested that Clerk/Treasurer contact Rural Insurance in regards to different deductible options.

12) Discussion & possible action re: Cylinder Lease (Badger Welding Supplies, Inc.) Clerk/Treasurer Sara Olson had indicated that our five year lease from Badger Welding Supplies is expiring this month. The Town Board took no action on this item as they are going to obtain more information about different options and the Townships needs. The Board requested that it be placed on the next months meeting agenda.

13) Discussion & possible action re: International Plow Truck. The Town Board discussed the selling of the international plow truck. No action was taken on this item.

14) Discussion & possible action re: Mack Truck. Clerk/Treasurer Sara Olson had indicated that Monroe Truck & Equipment indicated a completion date of the beginning of December for the Mack Truck to Charlie Rolli when he went to Monroe on October 6th. Clerk/Treasurer Sara Olson had indicated that Monroe Truck & Equipment was inquiring about who the Township was going to have work with them in regards to setting up the controls and etc. Town Chairman, Curt Peterson had indicated the Town Patrolman, Charlie Rolli would be driving the new truck. The Town Board had requested that an estimate be obtained for removing the slop out of the Peterbuilt.

15) Discussion & possible action re: Payment of Mack Truck/Borrowing of Funds. The Town Board requested that Clerk/Treasurer Sara Olson contact Farmer’s Saving Bank and delay the financing of the Mack truck until December if possible as the truck has been delayed.

16) Discussion re: WTA Fall Workshop Correspondence. Curt Peterson and Clerk/Treasurer Sara Olson shared information on the topics that were discussed at the Fall Workshop. Information in regards to the different options under the Implements of Husbandry Law were given to the Town Board members.

17) Discussion & possible action re: Town Office Computer. Clerk/Treasurer Sara Olson had indicated that the office computer is having issues as it has Windows XP which is no longer supported and needs to be replaced as soon as possible. The estimated cost of a new desktop computer is approximately $1,000. The Town Board had indicated that Clerk/Treasurer Sara Olson should obtain some quotes for a new computer and work with the Town Chairman, Curt Peterson to authorize the purchasing of the computer.

18) Setting of Dates for Budget Meetings. David Blume made a motion to set the budget meetings as follows: October 13th & October 20th, 2014. Steve Johnson seconded the motion. Motion carried.

19) Public Comment. Steve Johnson had requested that the Pledge of Alliance be said at the beginning of each Town Board meeting. No Town Board member objected to the request.

20) Adjournment. David Blume made a motion to adjourn the meeting. David Gollon seconded the motion. Motion carried.
