Town Board Meeting Minutes
September 12th, 2018
*Immediately following the Board of Review*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:10 p.m.

Town Supervisors in attendance were: David Gollon, Peter Vanderloo and Kyle Levetzow. Excused was David Blume. Also in attendance were Clerk/Treasurer Sara Olson and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Kyle Levetzow. Motion carried.

3) Approval of Meeting Minutes from August 7th, 2018. David Gollon made a motion to approve the meeting minutes from August 7th, 2018 as presented. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo abstained from the motion.

4) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s August 2018 Treasurer’s Report stating the following fund balances:

General Checking $ 108,849.08
Farmer’s Savings $ 386,907.62
Local Government Investment Pool $ 7,144.30
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 158,786.40

Township Funds: $ 661,687.40
Tax Funds: $ 0.00

David Gollon seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $18,199.49

David Gollon seconded the motion. Motion carried.

5) Bills to be approved. David Gollon made a motion to approve the September 12th, 2018 vouchers in the amount of $15,117.17. Peter Vanderloo seconded the motion. Motion carried.

6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that the patrolman has started the 2nd round of mowing and there are no equipment issues at this time. Town Chairman, Curt Peterson had indicated that he would be working with Greg Jewell to get estimated costs including engineering for a proposed 2019 TRIP project on Leffler Road.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that a new pump was installed at the Lift Station on State Road 23 by B&M Technical Services.

8) Discussion & possible action re: Planning Commission Recommendations. David Gollon made a motion to recommend the approval of the rezoning application of Jackson Hall and Survey Road Investments, LLC of 27.81 acres more or less from A-1 Ag Legal Non-Conforming & A-1 Ag to AR-1 located in part of the NE ¼ of the NW ¼, the NW ¼ of the NE ¼ and the SW ¼ of the NE ¼ of Section 6, Town 5 North, Range 3 East contingent upon the purchasing of the property by the applicant. Kyle Levetzow seconded the motion. Motion carried. David Gollon made a motion to recommend the denial of the conditional use permit for Dean Dickel and Mary Glindinning for the purpose of a breeding and feeding livestock operation on a 3.595 acre parcel located in part of the NE ¼ and the SE ¼ of the SE ¼ of Section 25, Township 6 North, Range 3 East located at 5392 Section Line Road due to not enough land for animal units and it isn’t consistent with previous conditional use requests. Kyle Levetzow seconded the motion. Motion carried (3-1).

9) Discussion & possible action re: Connection to City of Dodgeville Sewer/Water. Clerk/Treasurer Sara Olson updated the Board in regards to the status of connecting to city sewer/water. David Gollon made a motion to accept Rule Constructions proposal in the amount of $12,900 if it included installing both water and sewer services. Peter Vanderloo seconded the motion. Motion carried.
10) Discussion & possible action re: Fall Clean-Up. Kyle Levetzow made a motion to hold the Fall Clean-Up on Saturday, October 20th. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion & possible action re: Delinquent Personal Property Taxes. Clerk/Treasurer Sara Olson presented the Board with a list of delinquent personal property taxes for 2017. David Gollon made a motion to pursue Small Claims Court action if payment is not received in 30 days from the date of a notification letter. Kyle Levetzow seconded the motion. Motion carried.

12) Discussion & possible action re: Norwegian Hollow Road Project. The Town Board discussed the completed Norwegian Hollow Road culvert project and requested that Town Chairman, Curt Peterson contact engineer, Greg Jewell in regards to larger rock being placed on the outlet. The Town Board also discussed some erosion of a bank downstream that may need to be addressed in the future but no action was taken at this time.

13) Discussion & possible action re: 2018-305 Transportation Resolution. Clerk/Treasurer Sara Olson presented the Town Board with a draft copy of 2018-305 Transportation Resolution. Kyle Levetzow made a motion to adopt 2018-305 Transportation Resolution. Peter Vanderloo seconded the motion. Motion carried.

14) Approval or Denial of Operator’s Licenses for 2018-2019 licensing year: Fontana Degenhardt, Maggie Kinney. Kyle Levetzow made a motion to approve the operator’s licenses for Fontana Degenhardt and Maggie Kinney. Peter Vanderloo seconded the motion. Motion carried.

15) Public Comment. Town Supervisor, David Gollon indicated concerns in regards to unauthorized signs being placed in the Town road right-of-ways.

16) Adjournment. David Gollon made a motion to adjourn the meeting at 7:47 p.m. Peter Vanderloo seconded the motion. Motion carried.
