BOARD OF REVIEW MEETING MINUTES
TOWN OF DODGEVILLE
September 12th, 2018

Board of Review was called to order at 4:08 p.m. by Town Chairman, Curt Peterson.

Members present were: Kyle Levetzow and Peter Vanderloo. Also present was: Assessor Calvin Magnan, Marvin Winch and Clerk, Sara Olson. Absent was: David Blume and David Gollon.

Kyle Levetzow made a motion to accept the June 6th, 2017 and June 27th, 2017 meeting minutes as presented. Peter Vanderloo seconded the motion. Motion carried.

Peter Vanderloo made a motion to nominate Curt Peterson to serve as Chairperson for this BOR. Kyle Levetzow seconded the motion. Roll call: Levetzow, yes; Vanderloo; and Peterson, yes. Motion carried.

Kyle Levetzow made a motion to nominate Peter Vanderloo to serve as Vice-Chair for this BOR. Curt Peterson seconded the motion. Roll call: Levetzow, yes; Vanderloo, yes; and Peterson, yes. Motion carried.

Clerk Olson verified that the 2018 Assessment Roll was received and that she witnessed Calvin Magnan signing the assessor’s affidavit.

Clerk Olson verified that proper notice of the BOR was posted on August 22nd, 2018 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. In addition notice was also published in the Dodgeville Chronicle on August 22nd, 2018. Clerk Olson also verified that Peter Vanderloo and Curt Peterson satisfied the training requirements for BOR.

Kyle Levetzow moved that this Board of Review is in compliance with the open meeting law. Peter Vanderloo seconded the motion. Roll call: Levetzow, yes; Vanderloo, yes; and Peterson, yes. Motion carried.

Hearing of Objections:

A. Parcel #008-0193, 3593 Evans Quarry Rd, owner Marvin Winch, 16.1 acres, land $61,200 for a total of $61,200.
1. Clerk to swear in Petitioner(s) and assessor: The Clerk swore in Marvin Winch and Calvin Magnan.
2. Testimony:
a) Petitioner: Marvin Winch stated that the classification of this land should be Agricultural Forest as agriculture products were being produced in 2018. Marvin Winch presented pictures taken on September 11th showing roll bails on the property. Marvin Winch also indicated that he was not given adequate time to change the use of the property after not re-enrolling in the Managed Forest Program due to the timing of the statues in regards to the assessment roll.
3. Testimony:
a) Assessor: Calvin Magnan presented aerial photos and property cards to the Board of Review members. Calvin Magnan had indicated that this land was not re-enrolled in the Managed Forest program; therefore, on January 1st, 2018 its use was productive forest land.
4. Deliberations/Determination: There was a review by the board of the current assessment category that this land would fall into under the state law. Motion by Peter Vanderloo that the assessor presented evidence of the property classification of the subject property using assessment methods which conform to the statutory requirement and which are outlined in the Wisconsin Property Assessment Manual; therefore no changes were made. Motion seconded by Levetzow. Motion carried 3-0 by roll call vote.
5. Provide Petitioner of Notice of Determination: The clerk provided notice to Marvin Winch of Board of Review Determination of $61,200 land for a total assessed value of $61,200.

B. Parcel #008-0243, 3593 Evans Quarry Rd, owner Marvin Winch. 40 acres, land $152,000 for a total of $152,000.
1. Testimony:
a) Petitioner: Marvin Winch stated that the classification of this land should be Agricultural Forest as agriculture products were being produced in 2018. Marvin Winch presented pictures taken on September 11th showing roll bails on the property. Marvin Winch also indicated that he was not given adequate time to change the use of the property after not re-enrolling in the Managed Forest Program due to the timing of the statues in regards to the assessment roll.

C. Parcel #008-0245, 3593 Evans Quarry Rd, owner Marvin Winch, 35 acres, land $133,000 for a total of $133,000.
1. Testimony:
a) Petitioner: Marvin Winch stated that the classification of this land should be Agricultural Forest as agriculture products were being produced in 2018. Marvin Winch presented pictures taken on September 11th showing roll bails on the property. Marvin Winch also indicated that he was not given adequate time to change the use of the property after not re-enrolling in the Managed Forest Program due to the timing of the statues in regards to the assessment roll.

D. Parcel #008-0247.A, 3593 Evans Quarry Rd, owner Marvin Winch. 8.8 acres, land $33,400 for a total of $33,400.
1. Testimony:
a) Petitioner: Marvin Winch stated that the classification of this land should be Agricultural Forest as agriculture products were being produced in 2018. Marvin Winch presented pictures taken on September 11th showing roll bails on the property. Marvin Winch also indicated that he was not given adequate time to change the use of the property after not re-enrolling in the Managed Forest Program due to the timing of the statues in regards to the assessment roll.

E. Parcel #008-0244, 3593 Evans Quarry Rd, owner Marvin Winch, 40 acres, land $157,300, improvements $150,300 for a total of $307,600.
1. Testimony:
a) Petitioner: Marvin Winch stated that the classification of this land should be Agricultural Forest as agriculture products were being produced in 2018. Marvin Winch presented pictures taken on September 11th showing roll bails on the property. Marvin Winch also indicated that he was not given adequate time to change the use of the property after not re-enrolling in the Managed Forest Program due to the timing of the statues in regards to the assessment roll.

F. Parcel #008-0250.A, 3593 Evans Quarry Rd, owner Marvin Winch. 1 acre, land $3,800 for a total of $3,800.
1. Testimony:
a) Petitioner: Marvin Winch stated that the classification of this land should be Agricultural Forest as agriculture products were being produced in 2018. Marvin Winch presented pictures taken on September 11th showing roll bails on the property. Marvin Winch also indicated that he was not given adequate time to change the use of the property after not re-enrolling in the Managed Forest Program due to the timing of the statues in regards to the assessment roll.

Peter Vanderloo made a motion to adjourn the 2018 Board of Review meeting at 6:08 p.m., seconded by Kyle Levetzow. Roll call: Levetzow, yes; Gollon, yes; Vanderloo, yes; and Peterson, yes. Motion carried.
