Town Board Meeting Minutes
September 1st, 2015
6:00 p.m.

1) Call to order. Town Supervisor, David Gollon called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were: David Gollon, David Blume, Peter Vanderloo and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Donna Menke, Leslie Jansen, Monte Muller and Donna Muller.

2) Everyone in attendance recited the Pledge of Allegiance.

3) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

4) Approval of Meeting Minutes from August 4th & August 17th , 2015. David Blume made a motion to approve the August 4th , 2015 and August 17th, 2015 meeting minutes as submitted. Steven seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. Steven Johnson made a motion to approve the Town of Dodgeville August 2015 Treasurer’s Report stating the following fund balances:

General Checking $ 264,230.59
Farmer’s Savings $ 5,406.50
M&I Tax Account $ 139,133.17
Local Government Investment Pool $ 6,982.63
M&I CD’s $ 50,850.70

Township Funds: $ 466,603.59

Peter Vanderloo seconded the motion. Motion carried.

Steven Johnson made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,612.13
Sanitary District #2 $16,271.23

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. Steven Johnson made a motion to approve the September 1st, 2015 vouchers for payment in the amount of $14,150.35 with payment to Rule Construction being contingent upon the Town Chairman viewing the Leffler Road Project. David Blume seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson presented information received from Charlie Rolli in regards to roads and equipment. The Town Board had requested that the patrolman get an estimate on tires for the Peterbuilt, have the Town Chairman look into the needs of gravel and to have the patrolman get the diagnostics assessed on the Peterbuilt.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had provided the Town Board with information in regards to the training she attended in August. Clerk/Treasurer Sara Olson also requested to take paid time off Friday, September 11th thru Monday, September 21st.

9) Discussion & possible action re: Plan Commission Recommendations. The Town Board discussed the recommendation that was brought forth by the Plan Commission . Town Chairman, Curt Peterson had recommended that the Town Board address fencing as this property abuts up to a major highway. Steven Johnson made a motion to recommend up to 6 animal units on 7.5 acres more or less located in part of the NW ¼ of the SE ¼ of Section 28, Town 7 North, Range 3 East at 4893 State Road 23 with the condition that they have a legal fence around the pasture. Peter Vanderloo seconded the motion. Motion carried. Clerk/Treasurer Sara Olson had also informed the Board of the proposed revisions that will be heard at a public hearing by the Plan Commission who will then make a recommendation to the Town Board.

10) Discussion & possible action re: Fall Clean-Up. Clerk/Treasurer Sara Olson had indicated to the Town Board that a date needed to be selected for the Town Clean-Up and she had recommended October 17th which was the same weekend as last year. David Blume made a motion to hold the Fall Clean-Up on October 17th from 8:00 a.m. – 12:00 p.m. David Gollon seconded the motion. Motion carried.

11) Discussion & possible action re: Contract for Garbage & Recycling Services. Clerk/Treasurer Sara Olson indicated that the Township’s current contract for garbage and recycling services will expire on December 31st, 2015 and was wondering if the Township wanted to seek proposals for these services. The Town Board requested that Clerk/Treasurer Sara Olson get proposals for these services.

12) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson presented an e-mail for William Morgan in regards to the status of the legal proceedings.

13) Discussion & possible action re: Modification to Town of Dodgeville Employment Manual (4.03 Retirement). The Town Board discussed the verbiage of Section 4.03 Retirement. David Blume made a motion to modify the remove the second sentence and insert the following sentence: The Town of Dodgeville may pay up to ten percent of the employee’s earned salary excluding overtime into the deferred compensation program. Peter Vanderloo seconded the motion. Motion carried.

14) Discussion & possible action re: Sanitary District #1 Board of Commissioners Recommendation (Quality Liquid Feeds). The Town Board discussed the Board of Commissioners Recommendation in regards to Quality Liquid Feeds. Steven Johnson made a motion indicating that the conditions stated in the county zoning permit have been met to the satisfaction of the Town of Dodgeville. Peter Vanderloo seconded the motion. Motion carried.

15) Discussion & possible action re: Ordinance Chapter 29 Open Records Policy. No action taken.

16) Discussion & possible adoption re: Amended Resolution 2009-264 Town of Dodgeville Fee Schedule. The Town Board discussed and modified the Town of Dodgeville Fee Schedule. Steven Johnson made a motion to adopt Amended Resolution 2009-264 Town of Dodgeville Fee Schedule. Peter Vanderloo seconded the motion. Motion carried.

17) Public Comment. Town Supervisor, David Gollon had indicated that the Town patrolman should use the Mack when taking longer trips versus the Peterbuilt.

18) Adjournment. Steven Johnson made a motion to adjourn the meeting at 7:51 p.m. David Gollon seconded the motion. Motion carried.
