Town Board Meeting Minutes
September 1st, 2020
*6:00 p.m.*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.
Town Supervisors in attendance were Kyle Levetzow, David Pope, David Gollon and Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson and Randy Beerkircher.
Everyone in attendance recited the Pledge of Allegiance.
2) Public Comment. None.
3) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.
4) Approval of Meeting Minutes from August 4th, 2020. David Pope made a motion to approve the meeting minutes from August 4th as presented. Peter Vanderloo seconded the motion. Motion carried.
5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s August 2020 Treasurer’s Report stating the following fund balances:
General Checking $ 234,810.54
Farmer’s Savings $ 102,271.82
Local Government Investment Pool $ 7,404.85
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 424,819.72
Township Funds: $ 769,306.93
Tax Funds: $ 0.00
Peter Vanderloo seconded the motion. Motion carried.
David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $18,232.34
Peter Vanderloo seconded the motion. Motion carried.
6) Bills to be approved. David Pope made a motion to approve the September 1st, 2020 vouchers in the amount of $43,410.40 and Sanitary District #1 vouchers in the amount of $3,366.61. Peter Vanderloo seconded the motion. Motion carried.
7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the board in regards to the progress being made on the bridge replacement project on Survey Road. Town Patrolman, Randy Beerkircher informed the Board of the need for new back tires on the endloader.
8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson updated the Town Board on how everything went with the Drive-Thru voting at the Partisan Primary Election that was held in August.
9) Discussion & possible action re: Planning Commission Recommendations. David Gollon made a motion to recommend the approval of the conditional use application of Bethel Horizons Foundation, Inc. for the purpose of considering revising the Planned Unit Development granted per ZH2054 to reflect the revised 50th Anniversary Master Plan located at 4651 & 4681 County Road ZZ located in Sections 26, 27, 24 and 35, Township 7 North, Range 3 East. David Pope seconded the motion. Motion carried. David Gollon made a motion to recommend the approval of the rezoning application of Patricia Ihm to rezone 31 acres more or less from A-1 to C-1 located in the fractional NW ¼ of the SW ¼, SW ¼ of the NW ¼, and the NW ¼ of the NW ¼ of Section 18, Town 6 North, Range 4 East located near 5450/5452 Ihm Road (Vacant Land). David Pope seconded the motion. Motion carried.
10) Approval or Denial of Operator’s License for 2020 – 2021 for James Crist . David Gollon made a motion to approve the operator’s license of James Crist for 2020-2021continguent upon receiving a Wisconsin Alcohol Seller/Server Certificate. Peter Vanderloo seconded the motion. Motion carried.
11) Discussion & possible action re: Purchasing of DS-200 & ExpressVote. David Gollon made a motion to purchase a DS-200 & ExpressVote voting machine and to submit for reimbursement through the routes to recovery grant. David Pope seconded the motion. Motion carried.
12) Discussion & possible action re: Purchasing of Election & Office Equipment/Supplies due to COVID-19 pandemic. Clerk/Treasurer Sara Olson discussed the purchasing of election and office equipment as well as supplies that can be easily sanitized and allow for social distancing in the shop area due to the pandemic. Clerk/Treasurer Sara Olson discussed the routes to recovery grant and what these funds can be utilized for and the allocation of funds per municipality.
13) Discussion & possible action re: Purchasing of Tablets/Labtops for Town Board members. The Town Board discussed the purchasing of tablets/labtops for Board members and Planning Commission members. The Board indicated that it would be beneficial during the pandemic if the need would arise to go virtual and to have this be an option. The Town Board requested that Clerk/Treasurer Sara Olson obtain quotes for this purchase.
14) Discussion & possible action re: Fall Clean-Up. Kyle Levetzow made a motion to have the Fall Clean-Up be held on October 10th from 8:00 – 12:00 p.m. David Gollon seconded the motion. Motion carried.
15) Discussion & possible action re: Truck Equipment Quotes. Town Patrolman, Randy Beerkircher and David Gollon indicated that they were working on tightening up the equipment quotes. No action was taken.
16) Discussion & possible action re: Landscaped Area at Town Hall. No additional action was taken.
17) Adjournment. David Gollon made a motion to adjourn the meeting at 6:50 p.m. David Pope seconded the motion. Motion carried.
